RECOMMENDATION:

Staff recommends the City Council:

1. Adopt plans, specifications, and working details for the Placentia Avenue, West 19th Street, and East 17th Street Pavement Rehabilitation, Bicycle Facility, and Striping Improvements Project, City Project No. 22-08.

2. Award a Public Works Agreement (PWA) for construction to All American Asphalt, 400 East Sixth Street, Corona, CA 92879 in the amount of $2,745,547.20.

3. Authorize the City Manager and City Clerk to execute the PWA (Attachment 1) for All American Asphalt and future amendments to the agreements within Council authorized limits.

4. Authorize a ten percent (10%) contingency in the amount of $274,555 for construction and unforeseen costs related to this project.

5. Find this item categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Class 1: Existing Facilities and Class 2: Replacement or Reconstruction.

BACKGROUND:
The Placentia Avenue, West 19th Street, and East 17th Street Pavement Rehabilitation, Bicycle Facility, and Striping Improvements Project, City Project No. 22-08, seeks to enhance traffic, bicycle, and pedestrian mobility, as well as performing street pavement improvements.

Class II bike lanes will be installed with green conflict zones along Placentia Avenue from Adams Avenue to West 16th Street and also along West 19th Street from Sundance Drive to Pomona Avenue. In addition, K-71 flexible delineators will be installed along Placentia Avenue between Adams Avenue and Estancia High School.
