Staff recommends the City Council:

 

1.                     Adopt plans, specifications, and working details for the Placentia Avenue, West 19th Street, and East 17th Street Pavement Rehabilitation, Bicycle Facility, and Striping Improvements Project, City Project No. 22-08.

 

2.                     Award a Public Works Agreement (PWA) for construction to All American Asphalt, 400 East Sixth Street, Corona, CA 92879 in the amount of $2,745,547.20.

 

3.                     Authorize the City Manager and City Clerk to execute the PWA (Attachment 1) for All American Asphalt and future amendments to the agreements within Council authorized limits.

 

4.                     Authorize a ten percent (10%) contingency in the amount of $274,555 for construction and unforeseen costs related to this project.

 

5.                     Find this item categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Class 1: Existing Facilities and Class 2: Replacement or Reconstruction.

BACKGROUND:

The Placentia Avenue, West 19th Street, and East 17th Street Pavement Rehabilitation, Bicycle Facility, and Striping Improvements Project, City Project No. 22-08, seeks to enhance traffic, bicycle, and pedestrian mobility, as well as performing street pavement improvements.

 

Class II bike lanes will be installed with green conflict zones along Placentia Avenue from Adams Avenue to West 16th Street and also along West 19th Street from Sundance Drive to Pomona Avenue. In addition, K-71 flexible delineators will be installed along Placentia Avenue between Adams Avenue and Estancia High School. 

 

These proposed improvements are consistent with the City’s Active Transportation Plan (ATP) in achieving bicycle connectivity and expanding the City’s continuing expansion of bicycle networks.

 

Street rehabilitation will include removal and reconstruction of damaged pavement sections; milling and overlaying with new asphalt; slurry sealing; adjustment of utility and manhole covers to grade; and implementation of traffic control.

 

A minor rehabilitation project for a section of East 17th Street is included with the project. The limits of East 17th Street improvements are between Newport Boulevard and Orange Avenue.

 

The contractor is required to complete all of the tasks necessary to perform the scope of work as outlined in the contract documents, plans, and specifications. A copy of the specifications and working details is available for review in the Office of the City Clerk or in the Public Works Department, and is posted on the City website at:

ANALYSIS:

The City Clerk received and opened five (5) bids for this project on November 29, 2022. All American Asphalt, Inc. (All American), the apparent lowest bidder, submitted a bid proposal in the amount of $2,745,547.20. The Engineer’s estimate for this project is $2,649,935, which is approximately 4% below the low bid submitted by All American.  The average of the five (5) bids received amounted to $3,197,726. The bid results are included as Attachment 2.

The license and references of All American have been checked and staff has found them to be in good standing. 

 

All American has successfully completed several projects in the City of Costa Mesa including the Bear Street Improvement Project (from Baker Street to I-405 Freeway), Hamilton Street and Santa Ana Avenue Improvement Project, Randolph Avenue Parking and Pedestrian Improvements Project, and most recently, the Citywide Parkway Maintenance, Street Rehabilitation, and Slurry Seal Project.

 

Upon City Council award of the Public Works Agreement, All American will furnish the necessary bonds and insurance, which will be approved as to form by Risk Management. After the award and subsequent execution of the agreement, a “Notice to Proceed” will be issued.

 

ALTERNATIVES:

 

The alternative to this Council action would be to reject all bids, re-advertise, and re-bid the construction project. Staff has determined that re-advertising and re-bidding the project will not result in lower bids and will delay the project.

 

 

 

 

 

 

FISCAL REVIEW:

Funding for this project has been appropriated from prior and current Capital Improvement Project (CIP) budgets approved by City Council, including the Citywide Class II, III, and IV Bicycle Projects and the Citywide Street Improvements Project. This project will be funded using the Capital Improvement Fund (401), Measure “M2” Fairshare Fund (416), and the Traffic Impact Fees Fund (214).

 

LEGAL REVIEW:

The City Attorney’s Office has reviewed this agenda report, prepared the PWA, and approves them both as to form.
