Staff recommends the City Council:
1. Accept the work performed by PTM General Engineering Services, Inc. (PTM) for the New Traffic Signal at Baker Street and Randolph Avenue Project, City Project No. 21-01, and authorize the City Clerk to file the Notice of Completion.
2. Authorize the City Manager to release the retention monies thirty-five (35) days after the Notice of Completion filing date; release the Labor and Material Bond seven (7) months after the filing date; and release the Faithful Performance Bond one (1) year after the filing date.

BACKGROUND:
On July 20, 2021, the City Council awarded a construction contract to PTM General Engineering Services, Inc. (PTM) for the New Traffic Signal at Baker Street and Randolph Avenue Project, City Project No. 21-01.
The scope of the project was the complete construction and installation of a fully functional traffic signal system at the intersection of Baker Street and Randolph Avenue.
Baker Street and Randolph Avenue provide access to the South Bristol Entertainment and Cultural Arts (SoBECA) District. In addition, Baker Street is classified as a major arterial in the City's Circulation Element of the General Plan and on the Orange County Transportation Authority's (OCTA) Master Plan of Arterial Highways (MPAH). Furthermore, Baker Street provides access to both SR-55 and SR-73 freeways and carries significant vehicular and pedestrian traffic.
The installation of the new traffic signal will improve current operational issues related to pedestrians, vehicles, bicycles, and turning movements to and from Randolph Avenue and further complements the new roadway surface improv...
