Members of the public can view the City Council meetings live on COSTA MESA TV

Members of the public are welcome to speak during the meeting when the Mayor opens the  
floor for public comment. There is no need to register in advance or complete a comment  
card. When it's time to comment, line up at one of the two podiums in the room and wait for  
your turn. Each speaker will have up to 3 minutes (or as directed) to address the City Council.  
All attendees must remain seated while in the chamber until instructed by the Presiding  
Officer to approach and line up for public comment. To ensure safety and maintain order  
during the proceedings, standing or congregating in the aisles or foyer is strictly prohibited.  
To maintain a respectful and orderly atmosphere during the meeting, attendees shall refrain  
from using horns or amplified speakers. Signs and props may be brought into the Chamber,  
provided they do not exceed 11 inches by 18 inches in size and do not hinder the visibility of  
other attendees. The possession of poles, sticks, or stakes is strictly prohibited.

records submitted by the public will not be redacted in any way and will be posted online as  
submitted, including any personal contact information. Comments received by 12:00 p.m. on  
the day of the meeting will be provided to the City Council, made available to the public, and  
will be part of the meeting record.  
All pictures, PowerPoints, and videos submitted for display at a public meeting must be  
previously reviewed by staff to verify appropriateness for general audiences. No links to  
YouTube videos or other streaming services will be accepted, a direct video file will need to be  
emailed to staff prior to each meeting in order to minimize complications and to play the video  
without delay. The video must be one of the following formats, .mp4, .mov or .wmv. Only one  
file may be included per speaker for public comments, for both videos and pictures. Please  
e-mail to the City Clerk at cityclerk@costamesaca.gov NO LATER THAN 12:00 Noon on the  
date of the meeting. If you do not receive confirmation from the city prior to the meeting,

Notice of Completion.  
2. Authorize the City Manager to release the Labor and Material Bond seven (7)  
months after the filing date and release the Faithful Performance Bond at the  
conclusion of the one-year warranty period. Retention monies have been  
released pursuant to Public Contract Code section 7107(c).

over the four-year period for Heating, Ventilation, and Air Conditioning  
(HVAC) maintenance and repair services for City Hall and the Police  
Department facilities based on pricing from Sourcewell Contract #080824

2. Authorize a ten percent (10%) contingency annually  
response, special events, and other unforeseen repair costs.

September 1, 2026, meeting, pursuant to the applicant’s request.

1. Deny Executive Facilities Services, Inc. appeal from the Purchasing Officer’s  
rejection of the bid protest filed against the proposed award to CCS Facility  
Services - Orange County, Inc.  
2. Award the Maintenance Services Agreement (MSA) to CCS Facility Services  
- Orange County, Inc., 3001 Red Hill Avenue, Building #6-220, Costa Mesa,  
CA 92628, for a period of two (2) years with the option for three (3) one-year  
renewal periods for janitorial services for City buildings, parks, and facilities  
in an annual amount not to exceed $577,973.  
3. Authorize a ten percent (10%) contingency annually for emergency  
response, special events and other unforeseen costs, and approval for  
Consumer Price Index (CPI) escalation and de-escalation.  
4. Authorize the City Manager or designee to execute the agreement and any  
future amendments to the agreement.

Staff recommends the City Council provide direction on a pilot First-Time  
Homebuyer (FTHB) Program utilizing the dedicated Measure Q revenue; provide  
direction on the core elements of the proposed program; and direct staff to  
return to the Council with an evaluation of the program following completion of  
the pilot period.

RECOMMENDATION:  
Staff recommends the City Council:  
1. Adopt plans, specifications, and working details for the Fairview Road and  
Belfast Avenue Traffic Signal Project, City Project No. 26-03, and find the  
project categorically exempt from California Environmental Quality Act  
(CEQA).  
2. Reject the apparent low bid submitted by Elecnor Belco Electric, Inc., 14320  
Albers Way, Chino, CA 91710 as non-responsive.  
3. Award a Public Works Agreement (PWA) for construction to the apparent  
second lowest bidder, Select Electric Inc., 1700 E. Via Burton, Anaheim, CA  
92806, in the amount of $683,584, and authorize a ten percent (10%)  
contingency in the amount of $68,359.  
4. Authorize the City Manager and the City Clerk to execute the PWA and any  
future amendments to the agreements within Council authorized limits.  
ENVIRONMENTAL DETERMINATION:  
The proposed project is exempt from CEQA. The project involves an  
organizational or administrative activity of government that will not result in direct  
or indirect physical change in the environment. The proposed project is  
categorically exempt under section 15301 relating to the operation, repair,  
maintenance, permitting, and/or minor alteration of existing public facilities.

Staff recommends the City Council:  
1. Award a Professional Services Agreement (PSA) for the Senior  
Transportation Program with Orange County Yellow Management LLC  
(OCY) (Attachment 1) at 520 West Dyer Road, Santa Ana, California,  
92707 with an annual amount not to exceed $200,000, for a period of  
three years effective July 1, 2026 - June 30, 2029; and  
2. Authorize a ten (10%) percent contingency in the amount of $20,000 for  
unforeseen costs; and  
3. Authorize the City Manager to execute the PSA and future amendments  
for this agreement within City Council authorized limits.

Staff Recommends the City Council:  
1. Award a Professional Services Agreement (PSA) to Moore, Iacofano,  
Goltsman, Inc. (MIG) in an amount not to exceed $132,655 to conduct an  
Arts and Culture Master Plan Update (Attachment 1).  
2. Authorize a ten percent (10%) contingency in the amount of $13,265 for  
unforeseen costs related to the project.  
3. Authorize the City Manager and City Clerk to execute the PSA and future  
amendments to this agreement within Council authorized limits.
