Members of the public can view the City Council meetings live on COSTA MESA TV  
(SPECTRUM CHANNEL 3 AND AT&T U-VERSE CHANNEL 99) or

Members of the public are welcome to speak during the meeting when the Mayor opens the  
floor for public comment. There is no need to register in advance or complete a comment  
card. When it's time to comment, line up at one of the two podiums in the room and wait for  
your turn. Each speaker will have up to 3 minutes (or as directed) to address the City Council.  
All attendees must remain seated while in the chamber until instructed by the Presiding  
Officer to approach and line up for public comment. To ensure safety and maintain order  
during the proceedings, standing or congregating in the aisles or foyer is strictly prohibited.  
To maintain a respectful and orderly atmosphere during the meeting, attendees shall refrain  
from using horns or amplified speakers. Signs and props may be brought into the Chamber,  
provided they do not exceed 11 inches by 18 inches in size and do not hinder the visibility of  
other attendees. The possession of poles, sticks, or stakes is strictly prohibited.

Additionally, members of the public who wish to make a written comment on a specific agenda

Any written communications, photos, or other materials for copying and distribution to the City  
Council that are 10 pages or less, can be e-mailed to cityclerk@costamesaca.gov, submitted  
to the City Clerk’s Office on a flash drive, or mailed to the City Clerk’s Office. Note that  
records submitted by the public will not be redacted in any way and will be posted online as  
submitted, including any personal contact information. Comments received by 12:00 p.m. on  
the day of the meeting will be provided to the City Council, made available to the public, and  
will be part of the meeting record.  
All pictures, PowerPoints, and videos submitted for display at a public meeting must be  
previously reviewed by staff to verify appropriateness for general audiences. No links to  
YouTube videos or other streaming services will be accepted, a direct video file will need to be  
emailed to staff prior to each meeting in order to minimize complications and to play the video  
without delay. The video must be one of the following formats, .mp4, .mov or .wmv. Only one  
file may be included per speaker for public comments, for both videos and pictures. Please  
e-mail to the City Clerk at cityclerk@costamesaca.gov NO LATER THAN 12:00 Noon on the  
date of the meeting. If you do not receive confirmation from the city prior to the meeting,  
please call the City Clerks office at 714-754-5225.  
Items submitted for the overhead screen should be 1 page and provided to the City Clerk no  
later than 15 minutes prior to the start of the meeting.  
Please know that it is important for the City to allow public participation at this meeting. If you  
are unable to participate in the meeting via the processes set forth above, please contact the

accommodate you. While the City does not expect there to be any changes to the above  
process for participating in this meeting, if there is a change, the City will post the information

City Council and Housing Authority approve the reading by title only and waive  
further reading of Ordinances and Resolutions.

City Council receive and file Claims received by the City Clerk and authorize

Staff recommends the City Council:  
1. Approve the Memorandum of Understanding with the City of Irvine for  
access to beds, as available, at the Costa Mesa Bridge Shelter for a  
period of one year from August 1, 2026 to July 31, 2027.  
2. Authorize the City Manager and City Clerk to execute all agreements and  
any amendments to the agreement as needed.

RECOMMENDATION:  
Staff recommends the City Council:  
1. Authorize the use of Sourcewell Public Sector National Cooperative  
Agreement No. 011723-CAT with Caterpillar Inc. for the purchase of one  
(1) 2026 Caterpillar 938 Wheel Loader in the amount of $349,368.97.  
2. Authorize the City Manager to execute all necessary documents for the  
above purchase.

RECOMMENDATION:  
Staff recommends the City Council:  
1. Accept the work performed by Onyx Paving Company, Inc., 2890 East La  
Cresta Avenue, Anaheim, California 92806 for the 2024-2025 Citywide  
Parkway Maintenance, Street Rehabilitation, and Slurry Seal Project, City  
Project No. 24-03, and authorize the City Clerk to file the Notice of  
Completion.  
2. Authorize the City Manager to release the retention monies thirty-five (35)  
days after the Notice of Completion filing date; release the Labor and  
Material Bond seven (7) months after the filing date; and release the Faithful  
Performance Bond one (1) year after the filing date.

1. Approve the 2026 agreement between the City and the 32nd District  
Agricultural Association for traffic management services for the Orange  
County Fair.  
2. Approve the 2026 agreement between the City and the 32nd District  
Agricultural Association for traffic management services for all designated  
year-round events at the Orange County Fair and Event Center (OCFEC).  
3. Authorize the City Manager, or their designee, to execute the agreements.  
4. Authorize the City Manager, or their designee, to execute any amendments to  
the agreements, including but not limited to, amendments increasing the  
maximum compensation to be paid to the City.

Based on the demonstrated success of the Costa Mesa Police Department’s  
Automated License Plate Reader (ALPR) program, staff recommends that the City  
Council approve the continued use of Flock Safety ALPR system.

Staff requests that the City Council take action on the placement of the following  
two ballot measure(s) on the November 3, 2026, ballot.  
1. Determine whether to place the Business License Reform measure on  
the November 3, 2026 ballot by adoption of the following resolutions:  
a. Adopt Resolution 2026-xx (Attachment 1): Ordering the submission  
to the qualified electors of the City of Costa Mesa “The Costa  
Mesa Fair Business License Reform, Small Business Protection  
Measure” at the General Election to be held on Tuesday,  
November 3, 2026, as called by Resolution No. 2026-21.  
b. Adopt Resolution 2026-xx (Attachment 3): Requesting the Orange  
County Board of Supervisors to consolidate a General Municipal  
Election to be held on Tuesday, November 3, 2026, with the  
Statewide General Election to be held on the date pursuant to  
section 10403 of the Elections Code.  
c. Adopt Resolution 2026-xx (Attachment 4): Authorizing written  
arguments for or against the proposed measure “The Costa Mesa  
Fair Business License Reform, Small Business Protection  
Measure,” setting priorities for filing written arguments, determining  
the authors of the written arguments, and directing the City  
Attorney to prepare an impartial analysis; and  
d. Adopt Resolution 2026-xx (Attachment 5): Authorizing the filing of  
rebuttal arguments for “The Costa Mesa Fair Business License  
Reform, Small Business Protection Measure”; and  
2. Receive and file the report pertaining to a potential Transient Occupancy  
Tax (TOT) measure.
