RECOMMENDATION:

Staff recommends the City Council:
1. Approve proposed Amendment No. 1 to the Professional Services Agreement (PSA) with KOA Corporation increasing the maximum compensation by $30,230, for a total not-to-exceed amount of $141,017.

2. Authorize the City Manager and the City Clerk to execute the amendment and any future amendments to the agreement.

BACKGROUND:
The City received a federal Bicycle Corridor Improvement Program (BCIP) grant as well as a contribution from the Coast Community College District to design and construct pedestrian and bicycle improvements at the intersection of Adams Avenue and Pinecreek Drive. This project is in the final design phase and is anticipated to be ready for construction authorization by spring 2023. The project will improve pedestrian and bicycle mobility and access in the area.
A PSA with KOA Corporation was approved by the City Council on March 16, 2021 for engineering design services of the Adams Avenue and Pinecreek Drive Intersection Project. The scope of work for the engineering design services of the project includes the following:

* New/additional crosswalk on the west leg of the intersection crossing Adams Avenue
* Conversion of the northbound right turn slip lane to a conventional right turn lane
* Modifications to the eastbound right turn lane
* Class II bicycle lanes in the City's right-of-way
* Sidewalk and Americans with Disabilities Act (ADA) ramp improvements
* Relocation of the bus stop on eastbound Adams
* Traffic signal modifications to accommodate these improvements
