Staff recommends the City Council:
1. Accept the work performed by PTM General Engineering Services, Inc. (PTM) for the New Traffic Signal at Baker Street and Randolph Avenue Project, City Project No. 21-01, and authorize the City Clerk to file the Notice of Completion.
2. Authorize the City Manager to release the retention monies thirty-five (35) days after the Notice of Completion filing date; release the Labor and Material Bond seven (7) months after the filing date; and release the Faithful Performance Bond one (1) year after the filing date.

BACKGROUND:
On July 20, 2021, the City Council awarded a construction contract to PTM General Engineering Services, Inc. (PTM) for the New Traffic Signal at Baker Street and Randolph Avenue Project, City Project No. 21-01.
The scope of the project was the complete construction and installation of a fully functional traffic signal system at the intersection of Baker Street and Randolph Avenue.
Baker Street and Randolph Avenue provide access to the South Bristol Entertainment and Cultural Arts (SoBECA) District. In addition, Baker Street is classified as a major arterial in the City’s Circulation Element of the General Plan and on the Orange County Transportation Authority’s (OCTA) Master Plan of Arterial Highways (MPAH). Furthermore, Baker Street provides access to both SR-55 and SR-73 freeways and carries significant vehicular and pedestrian traffic.
The installation of the new traffic signal will improve current operational issues related to pedestrians, vehicles, bicycles, and turning movements to and from Randolph Avenue and further complements the new roadway surface improvements and newly installed parking facilities along Randolph Avenue. The City also implemented the Leading Pedestrian Interval (LPI) as part of the project. This provides pedestrians crossing Baker Street an advantage by starting the walk cycle a few seconds before providing the green signal for vehicles.
ANALYSIS:
The work required by the contract documents was completed on October 17, 2022, to the satisfaction of the City Engineer. The final contract cost amounted to $393,665.89. A report of the final costs is included as Attachment 1.
A summary of the costs is as follows:
Original Contract Amount: $363,036.00
Quantity Adjustments: $ 30,629.89
Final Contract Cost: $393,665.89
The final contract cost reflects an 8.4% increase from the original contract amount. The increase is attributable to unforeseen conditions due to unsuitable street subgrade, relocation of fiber optic cables, and additional striping and markings.
As of this date, there are no Stop Notices filed against the monies due to PTM.
