Staff recommends the City Council:

1.                     Approve the Agreement to Transfer Funds for the 2021 Emergency Management Performance Grant Program (EMPG) (the “Agreement”) and authorize the City Manager to execute the agreement.

 

2.                     Adopt Resolutions No. 2022- XX, which authorizes the application for and acceptance of funds under the Emergency Management Performance Grant (EMPG) Program, and authorizes the City Manager or designee to accept the 2021 EMPG Program.

 

3.                     Approve revenue and expense appropriations in the amount of $17,429 respectively, for the 2021 EMPG Program.

BACKGROUND:

The City of Costa Mesa has been participating in the EMPG Program since 2001. The purpose of the program is to encourage the development of comprehensive emergency management at the local levels and to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards. The program provides minimal fiscal support for the City’s efforts in emergency management, disaster preparedness, training, and plans development.

The County of Orange is a grant recipient of the EMPG Program, and participating local jurisdictions, including Costa Mesa, are subrecipients. Annually, the County of Orange, acting through the Sheriff-Coroner Department/Emergency Management Division, in its capacity as the lead agency for the Operational Area, applies for, receives, and accepts the EMPG Program funds from the California Governor’s Office of Emergency Services.

 

 

For Fiscal Year 2021, Costa Mesa has been awarded $17,429 in EMPG funds. In order to receive the 2021 EMPG grant funds, the City is required to execute the attached Agreement. Once the County of Orange receives the executed agreement and copy of the resolution authorizing the application for and acceptance of program funds, the County will transfer grant funds to the City, in arrears, for reimbursement of reasonable and permissible expenditures under the grant.

ANALYSIS:

The City puts forth a significant effort towards citywide training, exercises and planning to ensure a state of readiness for emergencies and/or disasters. The EMPG Program focuses on the area of multi-agency coordination in preparedness for City employees and volunteers to support an Emergency Operations Center (EOC) activation during times of major emergencies and/or disasters.

The City has been awarded an amount not-to-exceed $17,429 in 2021 EMPG funds for Fiscal Year 2021. The 2021 EMPG grant funds will be used to purchase technology equipment for the City’s EOC.

The grant funding amount is sufficient to cover all costs associated with the equipment purchase.

ALTERNATIVES:

The City Council may elect not to participate in the EMPG Program. However, this alternative is not recommended as the City would miss a funding opportunity that would help support the City’s Emergency Preparedness Response and recovery efforts in preparing for a major disaster and/or emergency.  The City must participate in activities required by the program to be prepared for and assist the community in mitigation, preparedness, response, and recovery efforts prior to and after any major disaster and/or emergency.

FISCAL REVIEW:

Upon approval of the Agreement and acceptance of the 2021 EMPG Program, revenue and expense appropriations in the amount of $17,429 respectively will be established for the grant.

LEGAL REVIEW:

The City Attorney’s Office has reviewed this report, the Agreement to Transfer Funds, and the proposed resolution and approved them as to form.
