Staff recommends the City Council:

1. Authorize City Manager or designee, to enter into a purchase agreement for four (4) ambulances through the Houston-Galveston Area Council of Governments (H-GAC) Buy Coop Purchasing contract # AM10-20 with Redsky Emergency Vehicles (Attachment 1), and secure funding through a master lease agreement.

2. Authorize the City Manager and City Clerk to execute the necessary documents to acquire the additional ambulances

BACKGROUND:
In July 2013, the City purchased six (6) custom 2013 Horton Model 623 rescue ambulances from Leader Industries. Navistar International Corporation ("Navistar") MaxxForce 7 engines were installed in all six vehicles. All six ambulances went into service in approximately the middle of 2014.

Approximately six months after the vehicles first went into service, the City started experiencing issues with the ambulances. Upon investigation of the issue, the City determined that all six ambulances were "growing oil". This meant the Navistar engines were flooding the cylinders with fuel during the regeneration process.
Between September 2016 and July 2020, the Fire and Rescue Department staff attempted to work with Navistar to resolve the issue. During this time, Navistar had repairs performed on all six vehicles to attempt to correct the issue. Ultimately, the power plants in all six vehicles were replaced between October 2019 and February 2020. Neither the repairs nor the power plant replacements resolved the issue.
