RECOMMENDATION:

Staff recommends the City Council make appointments and changes as follows:

1.                     Parks, Arts, and Community Services Commission - Make one (1) appointment to fill the vacancy in District 3 (Mayor Pro Tem Marr) with a term expiration of January 2023.

 

2.                     Animal Services Committee - Make four (4) regular member appointments and two (2) alternate appointments to fill the vacancies with term expiration of April 2024. Appointments by Council Member Gameros as liaison to the Committee.

 

3.                     Bikeway and Walkability Committee - Make six (6) regular member appointments and two (2) alternate appointments to fill the vacancies with term expiration of April 2024, and rename the Bikeway and Walkability Committee to the Active Transportation Committee. Appointments by Council Member Harlan as liaison to the Committee.

 

4.                     Cultural Arts Committee - Make four (4) regular member appointments with a term expiration of April 2024 and one (1) regular member appointment with term expiration of April 2023. Appointments by Council Member Gameros as liaison to the Committee.

 

5.                     Fairview Park Steering Committee - Make one (1) alternate appointment with a term expiration of April 2023 and one (1) alternate appointment with term expiration of April 2025. Appointments by Council Member Reynolds as liaison to the Committee.

 

6.                     Finance and Pension Advisory Committee (FiPAC) - Make four (4) regular member appointments to fill the vacancies with a term expiration of April 2024. Appointments by Mayor Stephens as liaison to the Committee.

 

7.                     Historical Preservation Committee - Make four (4) regular member appointments and two (2) alternate appointments to fill vacancies with a term expiration of April 2024. Appointments by Council Member Chavez as liaison to the Committee.

 

8.                     Housing and Public Services Grants Committee - Make four (4) regular member appointments and one (1) alternate appointment to fill vacancies with a term expiration of April 2024. Appointments by Council Member Chavez as liaison to the Committee.

 

9.                     Mobile Home Park Advisory Committee - Make one (1) appointment to fill the Park Owner or his/her Representative vacancy, two (2) Mobile Home Resident Owners vacancies, and one (1) Independent Citizen At-large vacancy with a term expiration of April 2024. Appointments by Mayor Stephens as liaison to the Committee.

BACKGROUND:

Parks, Arts, and Community Services Commission (1 Appointment)

1 Commissioner (District 3) /Term Expiration of January 2023

 

The Parks, Arts, and Community Services Commission meets monthly, and serves as an advisory body to City Council, working closely with the Public Services and Parks & Community Service Departments. The Commission helps collect public input on issues that pertain to parks, parkways, recreation programs and community services. Staff received three (3) qualified applications (living in District 3) for the vacancy to be filled (applications attached). Four additional applications were received but the applicants do not live in District 3.

The Animal Services Committee meets monthly and assists with the planning of animal related events, explores and provides recommendations to improve animal services, and promotes pet licensing within the City. Staff received six (6) applications (attached) for the six vacancies to be filled.

The Bikeway and Walkability Committee meets monthly and assists with the review, update and implementation of the City’s Active Transportation Plan in order to make recommendations for their improvement to the City Council. Staff received fourteen (14) applications (attached) for the eight vacancies to be filled.

The Cultural Arts Committee meets monthly and works to promote the City motto, “City of the Arts.” The committee works to establish programs, events and information that help residents access the arts in many different venues. Staff received six (6) applications (attached) for the five vacancies to be filled.

The Finance and Pension Advisory Committee meets monthly and provides advice to the City Council regarding events and issues, which may affect the financial status of the City.  It also evaluates annual and long-term pension and financial impacts from changes in CalPERS contribution rates and/or actuarial schedule changes. The Housing and Public Service Grants Committee meets twice a year with further meetings scheduled on an as-needed basis and helps to promote community understanding of the activities funded by the U.S. Housing and Urban Development Department (HUD) and Community Development Block Grants (CDBG) with a focus on social service grants. Staff received twelve (12) applications (attached) for the five vacancies to be filled.

The Mobile Home Park Advisory Committee meets quarterly and addresses mobile home park issues and concerns in Costa Mesa. Staff received four (4) applications (attached) for the four vacancies to be filled.

ANALYSIS:

A total of 62 qualified applicants have submitted applications for appointments to the Commissions/Committees in response to the City’s press releases that were sent on February 3, 2022, February 8, 2022, February 16, 2022, February 23, 2022, and March 3, 2022. 

ALTERNATIVES:

City Council may choose to not make appointments to the Committees and Commission or to extend the recruitment period.  City Council may also choose to phase out the alternate positions.

FISCAL REVIEW:

Parks, Arts and Community Services Commissioner receives $100.00 monthly. The stipend for the position is included in the FY 21/22 Budget.  Committee members receive no stipend.

LEGAL REVIEW:

City Attorney has reviewed this report and has approved it as to form.

CITY COUNCIL GOALS AND PRIORITIES:

This item is administrative in nature.

CONCLUSION:

Staff recommends that the City Council make appointments to the Parks, Arts, and Community Services Commission and to the various Committees.
