RECOMMENDATION:

Staff recommends the City Council:

1.                     Find that Project (permit) is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Sections 15268 (Ministerial Projects) and 15301 (Existing Facilities).

2.                     Adopt a resolution upholding the Planning Commission’s decision to uphold the Hearing Officer’s issuance of Special Use Permit (PGSH-24-0002) to allow a sober living home with six or fewer persons (not counting the house manager) at 1601 Baker Street.
