Staff recommends the City Council reject a sole bid received for the Sewer Pipe Reline Project, City Project No. 25-14 and authorize staff to re-advertise the project.

BACKGROUND:
The Sewer Pipe Reline Project was approved with a budget of $260,000 during Fiscal Year 2024-25. The sewer pipe reline project includes sewer pipelines for City Hall, Communications Building, Fire Station No. 5, Westside Substation, and Jack Hammett Sports Complex. The sewer pipe reline will consist of performing a camera inspection of all sewer lines, hydro-jetting the pipelines to remove all roots, dirt, buildup and all other infiltration, and inserting an epoxy-saturated woven felt cured-in-place liner to reform and reinforce the existing line. This process allows the sewer pipes ongoing use without the need to be completely replaced. A final camera inspection will be performed to ensure all liners have been installed and cured correctly.
ANALYSIS:
On September 25, 2025, staff received one (1) bid for this project from Pipe Restoration Solutions (PRS) in the amount of $225,000. The bid abstract is shown in Attachment 1. In addition to the bidder not submitting a bid bond to the City Clerk by the stated deadline, the bid package was incomplete, lacking information required in the project specifications.
Based on the above, staff requests the City Council reject the bid at this time and authorize staff to re-advertise the project.

Staff has determined that there is no alternative to be considered.
