Staff recommends the City Council:
Adopt the proposed Resolution No. 2026-XX, accepting the Caltrans Sustainable Transportation Planning Grant.
Authorize an appropriation increase to both the revenue and expenditure in the amount of $297,500 for the grant in the State Grant Fund (Fund 231).

BACKGROUND:
The California Department of Transportation (Caltrans) Sustainable Transportation Planning Grant Program provides funding to encourage local and regional planning that supports state goals, implements regional planning efforts, and to ultimately reduce greenhouse gas (GHG) emissions.
Following discussion and support from the Active Transportation Committee, in November 2025, the Public Works Department submitted a Sustainable Transportation Planning Grant application to update the 2018 Active Transportation Plan. In May 2026, Caltrans indicated its intent to award the Caltrans Sustainable Transportation Planning Grant Program funding in the amount of $297,500. A City Council Resolution accepting the grant is required by Caltrans to advance a funding agreement.
ANALYSIS:
In November 2025, the City submitted a Caltrans Sustainable Transportation Planning Grant Program application to pursue funding to update the 2018 citywide Active Transportation Plan (ATP). The application included a total budget of $350,000 including a 20% match by the City. Updating the Active Transportation Plan is anticipated to occur over 24 months beginning in Fiscal Year 2026-27 subject to funding approvals.
