Staff recommends the City Council:
Authorize the use of Sourcewell, Cooperative Agreement No. 041525-FNR with Fonroche Lighting America, valid until July 22, 2029, for the purchase of solar lighting equipment for the Joann and Cornerstone Bike Trails.
Authorize the purchase of lighting equipment for the Joann and Cornerstone Bike Trails for $116,152 through Fonroche Lighting America.
Authorize the City Manager and City Clerk to execute the necessary agreement and future authorized amendments to the agreement.

BACKGROUND:
The Joann Street Bike Trail and Harbor Cornerstone Trail (Harbor Boulevard Cornerstone Bike Trail) are complementary Class I multi-use paths, that together form a key off-street corridor along or near Harbor Boulevard. The improved Joann Street Bike Trail runs along the east and south perimeters of the Costa Mesa Country Club. The 1.4 mile trail was completed in 2010. The Harbor Cornerstone Trail, a complementary 3.75-mile multipurpose path along the west side of Harbor Boulevard (near Fairview Developmental Center, roughly between Fair Drive and Merrimac Way) was completed in 2016. Together, the trails create an interconnected, buffered network that links neighborhoods, the golf course area, Fairview Park, and routes toward the Santa Ana River Trail. Their shared purpose is to offer a safer, more attractive active-transportation option that separates cyclists and pedestrians from busy traffic.
