Staff recommends the City Council adopt Resolution No. 2025-xx, approving projects for inclusion in the Orange County Transportation Authority's (OCTA) Federal Transportation Improvement Program (FTIP) for Fiscal Years 2026-27 through 2031-32.

BACKGROUND:
The Federal Transportation Improvement Program is a listing of all transportation capital projects for the Southern California region to be funded over a six-year period. The FTIP is prepared to implement projects and programs listed in the Regional Transportation Program (RTP) and is developed in compliance with state and federal requirements. The projects include highway improvements; transit, rail, and bus facilities; high occupancy vehicle lanes; signal synchronization; intersection improvements; etc., in the six-county Southern California Association of Governments (SCAG) region. The OCTA, as the administrator of FTIP in Orange County, reviews projects submitted by local agencies and prepares the final submittal to SCAG.
ANALYSIS:
OCTA requests that cities in Orange County review projects in the current FTIP for update (as needed). This includes a review of project description, budget, schedule status, and environmental documentation. The FTIP only lists transportation projects that received federal and/or state funds, are regionally significant or included in the Transportation Control Measures (TCM) category by SCAG and are fully funded. City staff determined minimal edits are required for the City projects included in the FTIP and prepared the resolution for City Council approval and the City's commitment for the listed projects (Attachment 1).
