Staff recommends the City Council:
1. Accept the work performed by Zusser Company Inc., 528 Palisades Drive, Suite 504, Los Angeles, California 90272, for the Greenville-Banning Channel Hydrodynamic Separator Installation Project, and authorize the City Clerk to file the Notice of Completion.
2. Authorize the Interim City Manager to release the retention monies thirty-five (35) days after the Notice of Completion filing date; release the Labor and Material Bond seven (7) months after the filing date; and release the Faithful Performance Bond one (1) year after the filing date.

BACKGROUND:
On February 4, 2025, the City Council awarded a construction contract to Zusser Company, Inc., for the Greenville-Banning Channel Hydrodynamic Separator (HDS) Installation Project, City Project No. 25-02.
Primarily funded by the Orange County Transportation Authority's (OCTA's) Environmental Cleanup Program (ECP) Tier 1 (Project X) grant, this trash capture system and stormwater quality improvement involved the construction of an HDS unit on the premises of the Costa Mesa Country Club, next to the outfall of an existing County of Orange storm drain facility.
The storm drain line conveys runoff from a drainage area consisting of various high-priority land uses, such as high-density residential, industrial, commercial, and mixed-urban areas in the local vicinity south of Fairview Park. The HDS unit captures storm runoff from these high-priority areas and treats the runoff for trash and pollutants before allowing treated stormwater into the Orange County Flood Control District's facility and ultimately into the Greenville-Ban...
