Staff recommends the City Council:
1. Award a Professional Services Agreement (PSA) for the collection and disposal of abandoned bulky items in the City's rights-of-way to Ware Disposal Company, Inc., in an annual amount of $104,832 for an initial term of two (2) years, with an additional three (3) one-year renewal options.

2. Authorize the City Manager to execute the PSA and any future amendments to the agreement.

BACKGROUND:
High volumes of bulky items are illegally discarded and abandoned daily within and adjacent to the City's rights-of-way, contributing to health and safety concerns. In 2025, the monthly average of 12.41 tons of material, including but not limited to mattresses, appliances, electronic waste, and furniture, was abandoned in the public right-of-way. These conditions create significant liability for the City and have a negative impact on the surrounding neighborhood properties.
Since 2021, the City has contracted the services of Ware Disposal, a private waste hauler, to assist with the pickup and disposal of illegally discarded items, particularly in areas with a high concentration of multi-family properties. This current agreement with Ware Disposal will expire on June 30, 2026.
ANALYSIS:
On February 11, 2026, the City released a Request for Proposal (RFP) on PlanetBids for bulky item collection services in City Council districts 2, 4, and 5, which have historically been the areas most impacted by illegal dumping. The proposed PSA also includes an option to expand services to other areas.
