Staff recommends the Planning Commission:
1. Find that the proposed artwork is within the scope of the previously certified Environmental Impact Report (EIR) for the One Metro West development (State Clearinghouse No. 2019050014), and that no further environmental review is required pursuant to CEQA Guidelines Section 15162; and
2. Adopt a resolution approving the proposed artwork for the freeway-facing façade of Building A at the One Metro West development, pursuant to Condition of Approval No. 9 of Master Plan PA-19-19.
