Staff recommends the City Council receive and file the 2025 Annual Progress Report (APR) and authorize staff to submit the annual report to the State Department of Housing and Community Development (HCD) and the Governor’s Office of Land Use and Climate Innovation (LCI), formerly known as the Office of Planning and Research (OPR).
