RECOMMENDATION:

Planning Commission recommends the City Council:

1.                     Find the project is categorically exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15332 (Class 32), In-Fill Development Projects.

 

2.                     Approve the Affordable Housing / Disposition and Development Agreement (AH/DDA) (including  a Regulatory Agreement) and Ground Lease, subject to such non-substantive changes as may be approved by the City Manager and City Attorney.

 

3.                     Approve the Master Plan (PMAP-24-0001) with Density Bonus, and Tentative Parcel Map 2023-160.
