Staff recommends the Planning Commission:
1. Find that the proposed Safety Element Update and Environmental Justice Policy Update are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3); and
2. Adopt a Resolution recommending that the City Council amend the General Plan to update the Safety Element and incorporate Environmental Justice Policy Update.
