Staff recommends that the Parks and Community Services Commission provide direction regarding the donation of a memorial bench and plaque to be installed in Fairview Park in memory of Salvador Lara Rodriguez.

BACKGROUND:

The City received a letter from Adriana Lopez requesting permission from this Commission to donate a memorial bench and plaque to be installed in Fairview Park in memory of her grandfather, Salvador Lara Rodriguez (Attachment 1).

Adriana and her family have spent most of their lives in Costa Mesa. Adriana and her sister graduated from Estancia High School, which her brother currently attends.  According to the letter, while growing up in Costa Mesa, Fairview Park was a special place for their family, spending countless days at the park with their grandfather, sharing adventures and celebrating events.  It became a cherished space where they created lasting memories with him.  Salvador was a lover of nature and deeply appreciated the scenic beauty of the park. The family continues to visit, finding comfort and joy in a place that meant so much to their grandfather; and plans to gather annually to celebrate his life and his words “Estoy donde la felicidad prospera y abunda.”, which translates to “I am where happiness prospers and abounds.” 

ANALYSIS:

The request meets the requirements set forth by City Council Policy 800-4 (Attachment 2). Staff has reviewed the proposed location in Fairview Park and determined that the location is suitable for the memorial bench and plaque (Attachment 3). The request was presented to the Fairview Park Steering Committee on June 10, 2026, to obtain feedback.  The committee provided general feedback regarding the process and did not identify any major issues or concerns with the proposed location. If approved, staff will work with the donor to schedule the installation.

ALTERNATIVES:

The Commission may deny the request for the donation or recommend an alternate location.

FISCAL REVIEW:

The installation of the memorial bench and plaque will have minimal fiscal impact on the City, as the donor will incur the cost of the items.

LEGAL REVIEW:

No legal review is required for this item.

CONCLUSION:

Staff recommends that the Parks and Community Services Commission provide direction regarding the donation of a memorial bench and plaque to be installed in Fairview Park in memory of Salvador Lara Rodriguez.
