Staff recommends the City Council:
1. Adopt the proposed Resolution No. 2026-XX, accepting the Caltrans Sustainable Transportation Planning Grant.
2. Authorize an appropriation increase to both the revenue and expenditure in the amount of $297,500 for the grant in the State Grant Fund (Fund 231).

BACKGROUND:
The California Department of Transportation (Caltrans) Sustainable Transportation Planning Grant Program provides funding to encourage local and regional planning that supports state goals, implements regional planning efforts, and to ultimately reduce greenhouse gas (GHG) emissions.
Following discussion and support from the Active Transportation Committee, in November 2025, the Public Works Department submitted a Sustainable Transportation Planning Grant application to update the 2018 Active Transportation Plan. In May 2026, Caltrans indicated its intent to award the Caltrans Sustainable Transportation Planning Grant Program funding in the amount of $297,500. A City Council Resolution accepting the grant is required by Caltrans to advance a funding agreement.
ANALYSIS:
In November 2025, the City submitted a Caltrans Sustainable Transportation Planning Grant Program application to pursue funding to update the 2018 citywide Active Transportation Plan (ATP). The application included a total budget of $350,000 including a 20% match by the City. Updating the Active Transportation Plan is anticipated to occur over 24 months beginning in Fiscal Year 2026-27 subject to funding approvals.
This update is needed since the current ATP is eight years old, several key projects have been implemented, and there is growing demand for enhanced bicycle and pedestrian facilities. The ATP update will be developed to identify strategies to address documented crash history and safety concerns, improve active transportation mode share, improve rider comfort and access, serve all ages and abilities, address network deficiencies, increase the efficacy of existing active transportation infrastructure, and increase travel options. In addition, the update will include policy, and funding recommendations based on goals, metrics, and comprehensive infrastructure and non-infrastructure needs.
If funded, the project will include a multi-faceted public engagement process to facilitate input and participation by residents, school districts, business owners, agency stakeholders, and other interested constituents. The Public Works Department will collaborate with key stakeholders and the Active Transportation Committee to update the ATP. Adoption of the attached City Council Resolution is required to advance to a funding agreement with Caltrans and initiate the process for the ATP update.
ALTERNATIVES:
The City Council could choose to not adopt the proposed Resolution. Without approval of the Resolution, the City will forgo the $297,500 Caltrans Sustainable Transportation Planning Grant award, resulting in the loss of funding to update the City’s 2018 Active Transportation Plan. Staff does not recommend this alternative.
FISCAL REVIEW:
Receipt of the Sustainable Transportation Planning Grant in the amount of $297,500 in the State Grant Fund (Fund 231) to update the ATP requires a City financial commitment of $52,500. There are sufficient fund balances available within the Capital Improvement Fund (Fund 401) and Measure M2 Fairshare (Fund 416) to cover the City’s match.

The City Attorney’s Office has reviewed this agenda report, prepared the resolution, and approves them both as to form.
