Staff recommends the City Council:
1. Authorize the use of Sourcewell, Cooperative Agreement No. 041525-FNR with Fonroche Lighting America, valid until July 22, 2029, for the purchase of solar lighting equipment for the Joann and Cornerstone Bike Trails.
2. Authorize the purchase of lighting equipment for the Joann and Cornerstone Bike Trails for $116,152 through Fonroche Lighting America.
3. Authorize the City Manager and City Clerk to execute the necessary agreement and future authorized amendments to the agreement.

BACKGROUND:
The Joann Street Bike Trail and Harbor Cornerstone Trail (Harbor Boulevard Cornerstone Bike Trail) are complementary Class I multi-use paths, that together form a key off-street corridor along or near Harbor Boulevard. The improved Joann Street Bike Trail runs along the east and south perimeters of the Costa Mesa Country Club. The 1.4 mile trail was completed in 2010. The Harbor Cornerstone Trail, a complementary 3.75-mile multipurpose path along the west side of Harbor Boulevard (near Fairview Developmental Center, roughly between Fair Drive and Merrimac Way) was completed in 2016. Together, the trails create an interconnected, buffered network that links neighborhoods, the golf course area, Fairview Park, and routes toward the Santa Ana River Trail. Their shared purpose is to offer a safer, more attractive active-transportation option that separates cyclists and pedestrians from busy traffic. Both trails included new irrigation, drought-tolerant landscaping, trees, lighting and related improvements.
In 2023, the City experienced significant vandalism and theft of copper-wire in this area. While the City attempted to correct the damages, the wires were stolen again. The Costa Mesa Police Department investigated the theft and made several arrests; yet vandalism of the fixtures and supporting bollards continued throughout 2024 until the damage became so extensive that repair was no longer a viable option.
The City worked with Southern California Edison to add additional light fixtures to existing alleyway poles that focus on the portion of Joann Trail south of Costa Mesa Country Club. This work restored lighting along the portion of the trail from Placentia Avenue to just west of Harbor Boulevard, but a similar solution was not an option for the portion of the trails along the west side of Harbor Boulevard.
ANALYSIS:
Staff began testing the viability of different types of solar lighting to address the lack of trail lighting along Harbor Boulevard, including bollard-mounted and pole-mounted options. The pole mounted solar lights proved the most effective in providing sustained lighting throughout the night sufficient for safe travel along the trails. Even through extended periods of cloud cover, the solar powered fixtures were able to provide adequate lighting for safety. Fonroche Lighting America conducted a light study and provided a design and estimate for the equipment necessary to provide solar lighting for the Joann Bike Trail and Harbor Cornerstone Bike Trail. (Attachment 1). The project will provide an advanced solar powered LED lighting system that will increase visibility and safety, reduce vandalism and provide energy savings.
Purchase of the equipment from Fonroche Lighting America through Sourcewell meets all requirements set forth in the City of Costa Mesa’s Purchasing Policy and all requirements set forth by the State of California in regard to regional cooperative purchasing agreements. Sourcewell established an approved vendor list following a nationwide competitive bid process. This assures that the City receives the lowest available pricing and meets the competitive bid process requirements. The City has utilized cooperative purchasing agreements successfully for several previous related purchases.
The total cost for the lighting equipment, as currently proposed in the conceptual layout, is $116,152, which includes all parts, equipment, plans and delivery (Attachment 1). A separate construction contract will be executed for the installation of the lighting equipment.
ALTERNATIVES:
The City Council could choose not to authorize the use of the national cooperative agreement with Fonroche Lighting America. This will require staff to initiate a formal bidding process, which will take significantly more time to complete. In addition, formal bidding may not result in lower prices than the proposed Sourcewell pricing.
FISCAL REVIEW:
Funding for this project is included in the Road Maintenance and Rehabilitation Account (RMRA) Fund 251 in the Fiscal Year 2026-27 Adopted Capital Improvement Program. The RMRA Fund has an available fund balance of $450,000.
