BACKGROUND:

On March 18, 2025, a Master Plan (PMAP-24-0001) with Density Bonus to construct a 70-unit senior affordable multi-family residential project at 695 West 19th Street was approved by the City Council, also known as the Jamboree Housing Project. At that time, the City Council also approved Tentative Parcel Map 2023-160, which consists of subdividing the 2.66-acre property occupied by the Costa Mesa Senior Center and parking lot into two lots and the Conditions of Approval included in Resolution No. 2025-04. (Attachment 1).  The original Tentative Map made reference to a future easement to be recorded against the new parcel, and the parties have now reached agreement on the language of that final easement agreement. (Attachment 3).

ANALYSIS:

This subdivision map will subdivide a portion of Lot 501, (created per map recorded in Book 5, Page 1 of the Official Records, in the Office of the Orange County Clerk-Recorder, State of California). The final parcel map (Attachment 2) will subdivide this City-owned parcel into two parcels.  The final parcel map is in substantial conformance with the tentative tract map approved by the City Council and has been checked and found to be technically correct.

The final parcel map includes the dedication of 19th Street, Pomona Avenue, and Plumer Street for street and highway purposes, and a reserved easement over Parcel 2 (proposed housing and parking lot) in favor of Parcel 1 (Senior Center) for ingress, egress, public access, parking and drainage to be accepted by the City. The final parcel map also includes the abandonment of an existing dedication on 19th Street for bus shelter purposes.  Additional utility easements, if needed, will be granted to other parties during the construction of the new building, subject to approval by the City Council at a later time with separate instruments.

The Access, Parking and Drainage Easements Agreement sets forth the terms of the reserved easements over Parcel 2, in favor of Parcel 1. In order to ensure that the City’s easement rights have the highest priority, this document should be recorded immediately following the Parcel Map before any other documents are recorded against the new parcel.

ALTERNATIVES:

No alternatives were considered since this item is administrative in nature.

FISCAL REVIEW:

Under normal circumstances, allowing the subdivision and construction would result in a net increase of property taxes to the City; however, since this is a 100% affordable housing project, the property may qualify for a full or partial property tax exemption. Under this criteria, there are no additional revenue projected from this project.

LEGAL REVIEW:

The City Attorney’s Office has reviewed this agenda staff report and Parcel Map and approves them as to form, and negotiated and approves the attached Access, Parking and Drainage Easements Agreement.

CITY COUNCIL GOALS AND PRIORITIES:

This project supports the following City Council goal:

•                     Diversify, Stabilize and Increase Housing to Reflect Community Needs.

CONCLUSION:

Staff recommends the City Council:

1.                     Approve final Parcel Map No. 2023-160, located at 695 West 19th Street and authorize signing of the map by the Mayor and the City Clerk.

2.                     Approve the Access, Parking and Drainage Easements Agreement, which is referenced on the final Parcel Map, and will be recorded immediately following the Parcel Map to reserve required easements over the newly separated parcel for access, parking and drainage for the benefit of the public and the remaining parcel which the Senior Center occupies, as well as preserving the priority of these easements over any other liens or other encumbrances on the newly formed parcel, and authorize such changes as are approved by the City Attorney.
