Staff recommends the City Council make appointments as follows:
1. Animal Services Committee - Make three (3) member appointments with a term expiration of April 2025. One nomination by Council Member Marr, Council Member Chavez, and Council Member Reynolds. A Council Member may defer his or her nomination to a Council Liaison (Mayor Stephens, Council Member Harper).
2. Active Transportation Committee - Make three (3) member appointments with a term expiration of April 2025. Two of the appointments are at-large to ensure broad representation of different mobility options and experiences (e.g. walk, bike, bus, and age ability). One nomination by Council Member Marr, Council Member Chavez, and Council Member Reynolds. A Council Member may defer his or her nomination to the Council Liaison (Council Member Reynolds).
3. Fairview Park Steering Committee - Make three (3) member appointments with a term expiration of April 2027. One nomination by Council Member Marr, Council Member Chavez, and Council Member Reynolds. A Council Member may defer his or her nomination to a Council Liaison (Council Member Reynolds, Alternate Mayor Pro Tem Harlan and Council Member Chavez).
4. Finance and Pension Advisory Committee - Make three (3) member appointments with a term expiration of April 2027. One nomination by Council Member Marr, Council Member Chavez, and Council Member Reynolds. A Council Member may defer his or her nomination to a Council Liaison (Mayor Stephens, Alternate Council Member Marr, and Council Member Harper).
5. Housing and Public Service Grants Committee - Make three (3) regular member appointments with a term expiration of April 2025. One nomination by Council Member Marr, Council Member Chavez, and Council Member Reynolds. A Council Member may defer his or her nomination to a Council Liaison (Council Member Chavez, Alternate Council Member Harper).
6. Mobile Home Park Advisory Committee - Make two (2) Park Owner or Representative appointments, two (2) Mobile Home Park Resident appointments, and one (1) Independent Citizen At-large appointment, all with a term expiration of April 2027. Nominations by Council Member Marr, Council Member Chavez, and Council Member Reynolds. A Council Member may defer his or her nomination to the Council Liaison (Council Member Reynolds).
7. Correct the term expiration dates for the Arts Commissioners. Terms ending in 2024 should be 2025 and terms ending in 2026 should be 2027 to coincide with the concurrent term of the respective appointing Council Member.

BACKGROUND:
At the City Council meeting on September 5, 2023 the City Council approved that each Council Member shall have the opportunity to either nominate a member or to defer his or her nomination to the City Council liaison. Because the committee members terms are staggered staff is recommending for this round of appointments, nominations to be made by Council Member Marr (District 3), Council Member Chavez (District 4), and Council Member Reynolds (District 5). For the next round of appointments in April 2024, nominations to be made by the Mayor and Council Members Gameros (District 2), Harper (District 1), Harlan (District 6).
Appointments to the Historical Preservation Committee are on hold as staff is meeting with the Costa Mesa Historical Society on a potential merger of the Society and the Historical Preservation Committee.
Animal Services Committee - 7 Members

The Animal Services Committee meets monthly and assists with the planning of animal related events, explores and provides recommendations to improve animal services, and promotes pet licensing within the City. Staff received six (6) applications (attached) for three vacancies to be filled.

The Fairview Park Steering Committee meets every other month and provides advice to the City Council regarding the implementation of the Fairview Park Master plan and impacts of Measure AA on Capital Improvement Program projects, maintenance and activities. Staff received seven (7) applications (attached) for three vacancies to be filled.

The Finance and Pension Advisory Committee meets every month and provides advice to the City Council regarding events and issues which may affect the financial status of the City. It also evaluates annual and long-term pension and financial impacts. Staff received seven (7) applications (attached) for three vacancies to be filled.

The Mobile Home Park Advisory Committee meets every other month and addresses issues that will help improve the quality of life in mobile home parks and to review matters concerning mobile home parks in the City of Costa Mesa. Staff received six (6) applications (attached) for five vacancies to be filled.

Correction of Term Expiration Dates for Arts Commissioners
Due to a scrivener’s error, the Arts Commissioners term expiration date was incorrectly listed at the time off appointment. The term expirations coincide with the Mayor or Council Member’s term. Arts Commissioners terms ending January 31, 2024 should be 2025 and Commissioners terms ending January 31, 2026 should be January 31, 2027.
ANALYSIS:
The City opened the recruitment for the seven City Committees on February 14, 2023 and press releases were sent on February 14, 2023, February 16, 2023, February 19, 2023, February 23, 2023, February 27, 2023, March 2, 2023, March 6, 2023 and March 9, 2023. The City extended the recruitment on October 3, 2023 and sent out press releases on October 3, 2023, October 5, 2023, October 6, 2023, and October 9, 2023. A total of 60 applicants submitted applications for appointments to the Committees in response to all of the City’s press releases.
ALTERNATIVES:
City Council may choose not to make appointments to the Committees or to extend the recruitment period.
FISCAL REVIEW:
There is no fiscal impact as Committee members receive no stipend.
LEGAL REVIEW:
City Attorney has reviewed this report and has approved it as to form.
CITY COUNCIL GOALS AND PRIORITIES:
This item is administrative in nature.
CONCLUSION:
Staff recommends that the City Council make appointments to various City Committees.
