Staff recommends the City Council:

 

1.                     Award a Public Works Agreement (PWA) for the renovation of Jack Hammett Sports Complex Fields 1 and 2 to Scapepros Landscaping, 1100 E Orangethorpe Avenue, Suite 252-F, Anaheim, CA 92801, in the amount of $469,478.

 

2.                     Authorize a ten percent (10%) contingency in the amount of $46,948 for unforeseen costs related to the project.

 

3.                     Authorize the City Manager and the City Clerk to execute the PWA and future amendments for this agreement within Council authorized limits.

BACKGROUND:

The Farm Sports Complex, now known as the Jack R. Hammett Sports Complex, was officially dedicated and opened in July 2000. It was renamed in 2012 to honor former Mayor Jack Hammett. The nearly 18-acre facility was developed by the City to provide additional athletic sports fields for local sports leagues.The complex features six (6) lighted soccer fields that serve as a focal point for both recreational and competitive leagues. Some of the long-standing Costa Mesa organizations that utilize the Jack Hammett Sports Complex include AYSO 120, AYSO 97, Strikers FC, Newport Mesa Slammers FC, Costa Mesa High School Athletics, SoCal Elite FC, Matt Leinart/OC Football Academy, Mesa Verde Youth Soccer, Wild Geese Adult & Youth Soccer, and the International Soccer League. The complex also regularly hosts tournaments organized by these groups, as well as outside tournaments and one-time rental events throughout the year. The complex has served as a pre-season training facility for professional football teams, including the Los Angeles Chargers and Las Vegas Raiders, as well as college teams such as UCLA.

Field use at the Complex for Fiscal Year 2024-25 across all programs included 545 teams and 4,471 players/users from 39 unique organizations. This broad and diverse participation illustrates the field’s importance to the community and highlights its capacity to serve a variety of sporting interests, making these fields a valuable community resource.

The City performs renovations to the fields on an annual basis to maintain the turf, improve playability, and ensure safety. These renovations include aeration, dethatching/Verti-cutting and top dressing.  Localized turf replacement is performed in areas that are heavily worn. Despite maintenance and annual renovation, the conditions of the fields have deteriorated over the years due to heavy use and normal soil contraction and expansion, causing the fields to settle and resulting in low spots.  The fields have also sustained damage from heavy rains, as the drainage is no longer adequate to effectively move water away from the playing surface due to irregular surface conditions and deterioration of the crown of the fields.  These issues were addressed on Fields 3 and 4 when the LA Chargers completely renovated those fields at the beginning of their lease in 2017.  Staff has determined that similar renovations to Fields 1 and 2 are required in order to level the fields, eliminate low spots, and restore a slight crown at the center of each of the fields to improve drainage.

ANALYSIS:

On April 15, 2026, the City issued an Invitation for Bid (IFB) on PlanetBids for the renovation of Jack Hammett Soccer Fields 1 and 2. A total of six (6) bids were received on April 30, 2026.

The bids were screened for compliance with the City’s IFB process.  Two bids did not meet the minimum requirements and, therefore, were deemed non-responsive to the City’s IFB process. The remaining four bids were compliant. A detailed bid result is provided in Attachment 1.

Scapepros Landscaping submitted the apparent low bid in the amount of $469,478. The bid submitted included all the required documents with the bid package and had no substantive irregularities.  Staff has determined that Scapepros Landscaping is qualified and properly licensed to perform all work required.  The company has performed similar projects for the Newport Mesa Unified School District and several local cities.  All past projects were high-quality and completed in a timely manner. Therefore, staff recommends that City Council award the PWA to Scapepros Landscaping in the amount of $469,478 (Attachment 2).

ALTERNATIVES:

The City Council could choose to re-advertise the Invitation for Bid.  However, staff believe that the alternative would not result in locating a higher-rated company with more competitive pricing than that received in the initial process.  Additionally, the City would miss the opportunity to perform the work during the 2026 renovation period, as the new process and contract award would take time to complete.

FISCAL REVIEW:

Funding for this project is included in the Capital Improvement Fund in Fiscal Year 2025-26 Adopted Budget in the Jack Hammett Sports Complex Capital Improvement Fund (Fund 417), which has an available fund balance of approximately $700,000.

LEGAL REVIEW:

The City Attorney’s Office has reviewed this report and approves it as to form.
