Staff recommends the City Council:

 

1.                     Authorize the use of OMNIA Partners’ Cooperative Agreement No. R191902 with Carahsoft Technology Corporation for the purchase of Cellebrite Inc. mobile device forensic extraction solution.

 

2.                     Authorize the purchase of Cellebrite Inc. mobile device forensic extraction solution under the awarded Organized Retail Theft Prevention (ORT) Grant through OMNIA Partners’ Cooperative Agreement No. R191902 with Carahsoft Technology Corporation in the amount of $128,760.27.

BACKGROUND:

The Costa Mesa Police Department (CMPD) seeks to appropriate funds from the State of California Board of State and Community Corrections (BSCC) from the Organized Retail Theft Prevention (ORT) Grant for the purchase of Cellebrite Inc. mobile device forensic extraction solution.

Cellebrite Inc. provides a universal forensic extraction device (UFED) solution for extracting, decoding, and analyzing data from mobile devices (i.e., smartphones, cell phones, tablets, GPS units, SIM cards, memory cards, drones, and USB devices), including live and deleted data, contacts, phone numbers, call logs, text messages, SMS messages, app data (social network and other), location data, pictures, videos, and voice messages. UFED technology provides digital forensic investigators with the capability to collect, protect, and act decisively on mobile device data for criminal investigations.

ANALYSIS:

The proposed purchase through the Omnia Partners’ Cooperative Agreement No. R191902 with Carahsoft Technology Corporation is necessary to comply with reporting requirements set forth under the awarded $3.5 million ORT Grant. The purchase of Cellebrite Inc. mobile device forensic extraction solution through the ORT Grant will allow the CMPD to focus its efforts on prevention, apprehension, collaboration, and enhanced law enforcement efforts. Cellebrite Inc. offers significant functionality in investigative resources and crime analytics. 

The cooperative agreement meets all requirements set forth by the City of Costa Mesa’s Municipal Code and all the requirements set forth by the State of California regarding regional, state, and national cooperative purchasing agreements. Omnia Partners has established an approved vendor list following a nationwide competitive bid process which includes Carahsoft Technology Corporation. This process confirms the City still receives the lowest available pricing and meets the competitive bid process requirements.

Cellebrite Inc. has articulated its commitment and enthusiasm to work with the CMPD to ensure we are equipped and trained to forensically download and analyze electronic mobile device data. The CMPD will be able to use this technology to reduce crime and address community issues.

 ALTERNATIVES:

The City Council may elect not to move forward with the purchase through OMNIA Partners Cooperative Agreement with Carahsoft Technology Corporation; however, this alternative is not recommended as the primary goal of the awarded ORT Grant is to increase directed enforcement and investigative capabilities to reduce retail theft in the community.

FISCAL REVIEW:

There are sufficient appropriations for technology under the awarded $3.5 million ORT Grant to fund this purchase over a three-year period. This purchase will not impact the General Fund. 

LEGAL REVIEW:

The City Attorney’s Office has reviewed this agenda report and approved it as to form.
