Staff recommends the City Council:
1. Approve the two (2) perpetual non-exclusive easements to Mesa Water District within Fire Station No. 2.
2. Authorize the Public Works Director to execute the Grants of Easements on behalf of the City.

BACKGROUND:
Two (2) perpetual non-exclusive easements to Mesa Water District are being proposed within Fire Station No. 2 located at 800 Baker Street. The first easement (Attachment 1) is for an existing water mainline located on the southeast corner of the property. The second easement (Attachment 2) is required by Mesa Water District to provide fire water and fire sprinkler service for the proposed fire station reconstruction project.
ANALYSIS:
Mesa Water District owns and maintains an existing 6-inch water mainline that was constructed in 1966. The proposed easement for the existing 6-inch water mainline was requested by Mesa Water District in order to continue to provide maintenance access to this water mainline.
The second easement is required for the reconstruction of Fire Station No. 2. This easement would permit the construction of a new double-check detector assembly (DCDA) to comply with Mesa Water District’s rules and regulations for fire water and fire sprinkler service.
These easements together would allow Mesa Water to access, construct, replace, and repair its facilities.
The requested easements were reviewed for compliance with City Council policies and determined to be consistent with the City’s General Plan, as they do not alter any General Plan elements or land uses.
ALTERNATIVES:
Retaining the mainline in its current location without granting easements would not comply with Mesa Water District’s current rules and regulations. Therefore, staff does not recommend this alternative.
FISCAL REVIEW:
There are no fiscal impacts associated with the recommendations.
LEGAL REVIEW:
The City Attorney’s Office has reviewed this staff report and attached easements and approves them as to form.
