BACKGROUND:

As part of the current Fiscal Year 2023-24 Capital Improvement Program (CIP) budget, the City Council appropriated grant funds received through Assemblymember Cottie Petrie Norris’ office and Senator Min’s office for Ketchum-Libolt Park and Shalimar Park, respectively.  An appropriation of $1.2 million for upgrades to Ketchum-Libolt Park was secured by the Assemblymember for park expansion and recreation amenities. An appropriation of $1 million for park expansion and rehabilitation of Shalimar Park was approved by City Council from the $10 million state grant received through State Senator Min.

ANALYSIS:

In order to understand community needs prior to proceeding with the formal design process, the City engaged the services of Pat West, LLC, for community outreach and engagement, and City Fabrik, for the preparation of conceptual rendering of ideas generated by the community. A total of six (6) community engagement meetings were held in May and June at Ketchum-Libolt and at Shalimar Parks to solicit input. Attachment 1 provides a summary of the community engagement activities.

City Fabrik attended several of the community outreach meetings and interacted with several community members. Using the feedback received from stakeholders as well as staff, conceptual renderings were prepared by City Fabrik. These conceptual renderings will be presented during this Parks and Community Services Commission Meeting for further discussion and input. Staff will use these renderings for soliciting consultants for final design.

Over the next three months, staff will be soliciting design proposals and go through the contract award process. During the design phase, there will be additional opportunities for community and Commission input. It is anticipated that the design phase will take approximately nine months. Construction is anticipated in Fall 2024.

ALTERNATIVES:

There are no alternatives suggested for this item. 

FISCAL REVIEW:

Ketchum-Libolt Park and Shalimar Park have allocated state grant funding.

LEGAL REVIEW:

The City Attorney’s Office has reviewed this agenda report and approves it as to form.

CONCLUSION:

Staff requests Parks and Community Services Commission to provide input on Ketchum-Libolt Park and Shalimar Park improvements.
