Staff recommends the Planning Commission:
1. Adopt a resolution recommending that the City Council take the following actions, including:
a. CEQA: Certify the Program Environmental Impact Report and Mitigation Monitoring and Reporting Program for the Neighborhoods Where We All Belong Zoning Updates and Housing Element Implementation.
b. General Plan Amendment: Amend the General Plan (Land Use, Circulation, Community Design, Noise, and Open Space and Recreation elements); and
c. Zoning Code Amendments: Amend the Zoning Code, update the Zoning Map, and establish the Citywide Multifamily Residential and Mixed-Use Objective Design Standards, and repeal the urban plans (SoBECA Urban Plan, 19 West Urban Plan, Mesa West Bluffs Urban Plan, and Mesa West Residential Ownership Urban Plan); and
d. Amend the Newport Boulevard Specific Plan; and
e. Amend the North Costa Mesa Specific Plan; and
f. Amend the One Metro West Specific Plan.
