Staff recommends the City Council:
1. Adopt plans, specifications, and working details for the Fairview Road and Belfast Avenue Traffic Signal Project, City Project No. 26-03, and find the project categorically exempt from California Environmental Quality Act (CEQA).
2. Reject the apparent low bid submitted by Elecnor Belco Electric, Inc., 14320 Albers Way, Chino, CA 91710 as non-responsive.
3. Award a Public Works Agreement (PWA) for construction to the apparent second lowest bidder, Select Electric Inc., 1700 E. Via Burton, Anaheim, CA 92806, in the amount of $683,584, and authorize a ten percent (10%) contingency in the amount of $68,359.
4. Authorize the City Manager and the City Clerk to execute the PWA and any future amendments to the agreements within Council authorized limits.
ENVIRONMENTAL DETERMINATION:
The proposed project is exempt from CEQA. The project involves an organizational or administrative activity of government that will not result in direct or indirect physical change in the environment. The proposed project is categorically exempt under section 15301 relating to the operation, repair, maintenance, permitting, and/or minor alteration of existing public facilities.

BACKGROUND:
The Fairview Road and Belfast Avenue Traffic Signal Project, City Project No. 26-03 (Project), will construct a new traffic signal at the intersection of Fairview Road and Belfast Avenue. The Project includes civil work in addition to the traffic signal including a new raised concrete curb extension (bulb-out) at the southwest corner of the intersection, center median modifications to lengthen the northbound left turn lane, signing and striping, and new ADA curb ramps.
The new traffic signal will help to facilitate controlled ingress and egress of Belfast Avenue and will provide a new high-visibility pedestrian crosswalk on the south side of the intersection. Due to its close proximity, the new signal will be synchronized with the adjacent signal at the intersection of Fairview Road and McCormack Lane to minimize disruptions to the traffic flow along Fairview Road. A community outreach meeting was held in March 2025 as part of the design phase, during which the public provided input on the Project.
ANALYSIS:
Project Construction:
The Engineer’s estimate for the project is $746,503, with $454,784 for the traffic signal and $291,719 for the civil portion of the project.
The City received and opened seven (7) bids for the Project on May 4, 2026. Elecnor Belco Electric, Inc. (Belco) is the apparent lowest bidder with a base bid proposal of $672,046. Select Electric, Inc. (Select Electric) was the apparent second lowest bidder with a base bid proposal of $683,584.
Rejection of the Non-Responsive Bidder
Although Belco was the apparent low bidder for the project, Belco did not submit a physical bid bond to the City Clerk’s office prior to the bid opening. As a result, its bid was rendered non-responsive. The bid did not conform to the requirements of the bid package which clearly stated that a physical bid bond must be submitted for the Contractor’s bid to be considered. As a result, staff recommends that the City Council reject Belco’s bid as non-responsive.
Selection of Lowest Responsible Bidder
Select Electric submitted the apparent second lowest bid with a base bid proposal of $683,584. The bid abstract for the Project is included as Attachment 1. The total for the traffic signal portion of the project is $347,529 and the remaining $336,056 is for the civil portion of the project.
Staff analyzed the bid proposal submitted by Select Electric and found that it included all the required documents necessary with the bid package and found no significant errors or irregularities. Staff recommends that the City Council award a construction contract to the apparent second lowest bidder, Select Electric. The license and references of Select Electric have been checked and staff has found them to be in good standing. Select Electric has successfully worked on projects for the City of Santa Ana with good feedback from references.
Upon City Council authorization to execute the Public Works Agreement (PWA), (Attachment 2) Select Electric will furnish the necessary bonds and insurance, which will be approved as to form by Risk Management. After the award and subsequent execution of the agreement, a “Notice to Proceed” will be issued.
The contractor is required to complete all tasks necessary to perform the scope of work as outlined in the contract documents, plans, and specifications. A copy of the specifications and working details are available for review in the Office of the City Clerk.
ALTERNATIVES:
The City Council could choose to reject all bids, re-advertise, and re-bid the construction project. Due to receiving a competitive number of bids, City staff has determined that re-advertising and re-bidding the project will not result in lower bids and will only delay the Project.
FISCAL REVIEW:
The funding for this agreement, inclusive of contingency in an amount of $751,943, is available in the FY2025-26 Capital Improvement Program budget, consisting of Regional Measure M2 Fairshare (Fund 416) with an available budget of approximately $138,000 and in the Gas Tax Fund (Fund 201) with an available budget of $400,000. There are available funds in the City’s Citywide Street Improvements CIP with an available budget of approximately $8 million that can be utilized to fund the work related to the concrete and asphalt work of the project.
LEGAL REVIEW:
The City Attorney’s Office has reviewed this agenda report, prepared the agreement, and approves them all as to form.
