Staff recommends the City Council:

1.                     Accept the work performed by Gentry General Engineering, Inc., 320 West Tropica Rancho Road, Colton, California 92324, for the Adams Avenue and Pinecreek Drive Intersection Project, City Project No. 23-11, Federal Project No. CML-5312(104), and authorize the City Clerk to file the Notice of Completion.

 

2.                     Authorize the Interim City Manager to release the retention monies thirty-five (35) days after the Notice of Completion filing date; release the Labor and Material Bond seven (7) months after the filing date; and release the Faithful Performance Bond one (1) year after the filing date.

BACKGROUND:

On February 20, 2024, the City Council awarded a construction contract to Gentry General Engineering, Inc., for the Adams Avenue and Pinecreek Drive Intersection Project (Project).

 

The Project implemented innovative pedestrian and bicycle safety improvements at the primary entrance to Orange Coast College (OCC), one of the City’s busiest bicycle and pedestrian crossings. The Project removed two high-speed free-right turn slip lanes to allow for bicycle and pedestrian mobility improvements including, new Class I multi-use paths at the southwest and northeast corners of the intersection, Class II buffered bike lanes, a new signalized crosswalk on the west leg of the intersection, new sidewalks, ADA pedestrian curb ramps, bicycle ramps, pedestrian and bicyclist pavement markings, and traffic signal modifications such as new accessible push signals, bicycle video detection, and Leading Pedestrian Intervals (LPI). Green bicycle pavement was installed throughout the project which provides enhanced visibility of dedicated bicycle spaces to allow the safe mobility in and around the intersection. The new Class I multi-use pathway is the first in Orange County to use continuous green painted pavement to separate the bicycle path from the pedestrian path.

The Project recently won two (2) awards: one from the American Society of Civil Engineers, (ASCE) Orange County Branch for 2025 Outstanding Bikeways and Trails Project, and the other from the Association of California Cities - Orange County (ACC-OC) Golden Hub Award for the 2025 Transportation Innovation and Mobility Solutions Award.

ANALYSIS:

Project construction is now complete. The work required by the contract documents was completed on May 2, 2025, to the satisfaction of the Transportation Services Manager and the City Engineer. The final contract cost amounted to $2,968,640.96. A report of the final costs is included as Attachment 1.

 

A summary of the costs is as follows:

The final contract cost reflects a 3.2% increase to the original contract amount as a result of final quantity and cost adjustments.

 

As of this date, no stop notices have been filed against the monies due to Gentry General Engineering, Inc.

ALTERNATIVES:

This item is administrative in nature and there are no alternatives to be considered.

FISCAL REVIEW:

This Project was financed using numerous funding sources such as the Orange County Transportation Authority (OCTA) Bicycle Corridor Improvement Program (BCIP) Federal Grant, Contributions from OCC, Traffic Impact Fee Fund (214), Measure M2 Fairshare Fund (416), and Capital Improvement Program Funds (401).

LEGAL REVIEW:

The City Attorney’s Office has reviewed this agenda report and approves it as to form.

CITY COUNCIL GOALS AND PRIORITIES:

This project worked toward achieving the following City Council goals:
